Is Care in the Community Working?

In 1990 in the United Kingdom the National Health Service and Community Care Act 1990 laid out plans to integrate individuals with learning disabilities back into the community, even if they had been institutionalised for many years. Further guidelines were given five years later in "Signposts for Success". The policy has been greeted with mixed responses, and the results in some instances have been controversial. This 5 page paper looks at the current situation and discusses the concepts of care and partnership in the care of those with learning disabilities in relation to these two aspects.
